Looking at the pics it seems to be marketed as a self defense tool/slingshot.
I think that this is nothing more than delights of marketers. Suitable for shooting and not suitable for self-defense. For both versions, a push-button lock is required to instantly detach the fork from the handle. No bully will wait for you to remove the connecting screw. :)

Interesting though that they sell something like that in China, where everything is tightly controlled: "but officer, it's a slingshot...". In theory, one could mount a mini stabilizer in the threaded section of the loop element, a bit like on an archery bow - albeit that this probably makes no difference on a slingshot anyway.
