I know from reading that the Thera band is highly thought of.

Additionally I have come to understand that they perform better than tubular elastic.

But now that I see Thera Band makes a elastic tube, does this compare favorably to the flatbands since it's the same maker?

The actual tube design itself is slower than flat bands. So the thera tubes would still be slower than flats. But depending sometimes not by much. I love tubes and flats.
