Just for comparison - here in New York State (USA), Shuriken are illegal, but knives are legal albeit with certain caveats. Here, spring-loaded/actuated knives, gravity knives, and throwing knives, are all illegal, whereas most (but not all) fixed and folding blades are legal. Certain types of military combat knives are illegal - such as those with knuckle-guards, and certain 'rescue' knives made from certain super-hard super-sharp materials. Posession of the latter are limited to military and fire/police/rescue personnel.
The general spirit underlying all the fancy schmancy legalese is that if it's clearly designed for gang fighting, rather than for legitimate all-purpose utility, culinary or survival use, it's probably illegal.
