I am new to the art. I see many references to the projectile velocity. Are those estimates or measured, and if measured, how?

most people use a chronograph but i shoot the same band set as someone that i watch on youtube and he has measured his shooting speed. i know that i can use this as a rough estimate because the bands are exactly the same, we have pretty much the same draw and the climate is the same.
